You can see from the timeline that although lead was banned in many countries long before the United States.  In 1978 the Consumer Product Safety Commission banned lead paint.  Homes built before 1978 have a high probability of lead paint being present.

In the environmental industry we typically take the stance that something is contaminated, or a building material is asbestos or has lead paint until proven otherwise. It is a safe approach.  Pertaining to lead paint you can have 2 different types of inspection; one is a risk assessment and one is a lead paint inspection and I will explain both.

 

Lead Paint Risk Assessment

 

A lead paint risk assessment, presumes that painted surfaces contain lead paint and the inspection is focused on the exposure of lead hazards.   On the inside of a structure surfaces are evaluated for the presence of deteriorated paint.   Chipping, peeling paint, that that is not adhering to surfaces, since this paint can then encounter a human exposure pathway such as injection by a child.  Lead paint has a sweet taste, and it is not uncommon to find teeth marks on painted surfaces.  We also look at surfaces that have friction that could liberate paint or dust.  Friction surfaces such as doors and windows, where surfaces rub.

Risk assessments can be legally performed only by certified risk assessors. Lead-based paint risk assessments are particularly helpful in determining sources of current exposure and in designing possible solutions.

A risk assessment is an on-site investigation to determine the presence, type, severity, and location of lead-based paint hazards (including lead hazards in paint, dust, and soil) and provides suggested ways to control them.

 

Lead Paint Inspection

 

A lead paint inspection is a surface-by-surface investigation to determine whether there is lead-based paint in a home or child-occupied facility, and where it is located. Inspections can be legally performed only by certified inspectors or risk assessors. Lead-based paint inspections determine the presence of lead-based paint. It is particularly helpful in determining whether lead-based paint is present prior to purchasing, renting, or renovating a home, and identifying potential sources of lead exposure at any time.

Lead risk assessments are faster and less expensive than lead paint inspections.  Anyone buying a home built before 1978 would be wise to at a minimum to have a lead Risk Assessment performed.  The key to any risk is knowing where it is and how to manage that risk.   Any home has an assortment of chemicals that if injected would cause sickness or death.  Lead paint is no different.
