To help expedite cleanup of contaminated sites in New Jersey, legislation was passed creating a program where responsible parties must retain an LSRP to mage contaminated properties.   An LSRP is an experienced environmental professional that has hands on experience with New Jersey environmental regulations and has passed a competency exam. 

 

An LSRP maybe able to expedite the remediation process, which typically was not possible prior to the creation of the LSRP Program. Fast tracking a site is especially appealing when a real estate transaction is involved. Fast tracking prior to the LSRP program was not a term often used by environmental consultants, as each step of proposed remedial actions was subject to review and comment by the New Jersey Department of Environmental Protection (NJDEP) prior to approval.

What is an LSRP

The New Jersey SRRA program, requires a Responsible Party (RPs) to hire an LSRP to oversee and direct the necessary site investigation and if applicable remediation activities. The LSRP ensures that all environmental work performed is in accordance with applicable NJDEP regulations (Think of the LSRP as your guide through the maze of environmental regulations). An LSRP helps you navigate NJDEP regulations and their mandated time frames.

At the end of your environmental journey (basically meeting applicable standards such as soil and groundwater standard), the LSRP issues a Response Action Outcome (RAO) document that effectively replaces the NJDEP issued No Further Action (NFA) letter. Ideally a site meets all standards and you can receive a RAO without restrictions, this is called an unrestricted-use RAO. On more complex sites, standards may not be met and the project has a tail so to speak, where say the use of institutional or engineering controls are necessary (engineering controls ensure site conditions remain protective of public health, safety, and the environment), your LSRP will then stay involved with the project.
